Study Permit – Malekiazar v. Canada, 2026 FC 1007: Applicant sought a second master’s degree in environmental engineering while holding a related master’s degree and working as an engineer in Iran. The officer questioned its career value, discounted the employer’s support letter and found he would not leave Canada. The Court found the officer ignored significant return factors, including his spouse, parents, property, finances and continued employment in Iran, and unreasonably acted as a career counsellor and second-guessed the employer’s support. Judicial review granted. Read more

IRCC 2026 Transition Binder – July 27, 2026: IRCC outlined its shift toward lower and more sustainable immigration levels, including 380,000 permanent resident admissions in each of 2026 to 2028 and substantial reductions in new temporary resident arrivals. The department cited housing, healthcare, labour market pressures, declining public support and the need to attract top global talent while reducing temporary residents to below 5% of Canada’s population by the end of 2027. Self-Employed Persons Program Evaluation – July 28, 2026: IRCC concluded that the program continues to provide an important permanent residence pathway for exceptional artists and athletes, but its current design is no longer fit for purpose due to unclear objectives, broad eligibility, high refusal rates, lengthy processing times and a substantial backlog. IRCC will develop options to reform the program and better align it with economic immigration priorities and the attraction of top global talent. Read more

Administrative Penalty Reviewers – July 28, 2026: IRCC relaunched a merit-based selection process to appoint two independent reviewers who will hear challenges to administrative penalties imposed on paid immigration and citizenship representatives under a new enforcement system expected later in 2026. The positions are virtual, part-time and open to qualified bilingual candidates across Canada. Read more

Temporary Measures for Palestinians – July 31, 2026: IRCC extended modified measures until December 30, 2027. Previous open work permit holders may apply to extend with standard fees, while eligible Palestinians arriving in Canada by September 30, 2027, who did not benefit from the earlier measures may apply in Canada for fee-exempt study permits, open work permits, temporary resident permits or status extensions. Online Passport Renewal Expanded – July 29, 2026: Eligible adult Canadians in Canada can now renew their passports online by submitting the application, commercial digital photo and payment electronically. Online renewals follow a 20-business-day service standard, while urgent and express applications must still be submitted in person. Read more

Passport Client Experience Survey – July 30, 2026: Canadians issued a passport between January 1 and June 30, 2026, may be randomly invited by email or with their passport to complete a voluntary 15-to-20-minute survey between August and October 2026. Read more

Examiners and Evaluators Work-Permit Exemption – July 31, 2026: IRCC updated its instructions under paragraph 186(n) of the Regulations with revised eligibility requirements, category-specific examples, updated language and links, and formatting aligned with the International Mobility Program. Reciprocal Employment Work Permits – July 29, 2026: IRCC clarified the C20 reciprocity requirements under paragraph 205(b), confirming that reciprocity may be demonstrated across multinational offices rather than strictly between two countries. The foreign national must already have an employment relationship with the organization abroad, and new guidance addresses employer-specific offers and renewals. Read more
